Trevor Putnoky

President & CEO

Trevor joined the Alliance in 2010 and has held multiple roles within the organization before ultimately being named CEO in 2023. As CEO, Trevor is responsible for setting the strategic direction of the organization, promoting the HPA’s work and mission, and fostering partnerships with local and national groups working toward higher quality, more affordable healthcare. He is passionate about helping employers navigate the complex world of healthcare benefits and encouraging the adoption of innovative strategies that reduce costs while enhancing coverage (it is possible!). In addition to his work with the HPA, Trevor also serves as the Purchaser Representative and Chair on the Office of Affordable Healthcare’s Advisory Committee, as a Board member for the Yarmouth Education Foundation, and as a member of the Portland Rotary Club. Trevor has a Master’s in Public Health from the University of New England and is an alumni of the Hanley Center’s Health Leadership Development Program. In his free time, Trevor spends his time pursuing his many passions: fly fishing, foraging, music, reading (mostly fiction and poetry), baking, and volunteering in the community.

Sara Fitzgerald

Director of Data Analytics

Sara Fitzgerald joined the HPA in 2012 and currently serves as the Director of Data Analytics. In this role, Sara is responsible for overseeing a multi-payer data warehouse that includes claims on over 150,000 covered lives, and developing reporting packages that compare a plan sponsor’s demographic, cost, and utilization trends to other employers in the Maine market. She works directly with large employers and brokers to develop custom reports and drill-down analyses that identify and address specific business needs. Sara also oversees analytics that support HPA’s value-based purchasing programs, including bundled payments, high-value sites of care, and pharmacy group purchasing. Prior to HPA, Sara served in multiple roles at Health Dialog, a Portland-based care management and analytics company. There she managed a team of analysts across multiple locations ensuring the accuracy and quality of analytic deliverables across 19 health plan and employer clients. Sara is a graduate of Cornell University, where she majored in Plant Breeding & Genetics, and Yale University, where she received her Master’s degree in Public Health. She also completed the Daniel Hanley Center’s Health Leadership Development course and serves as a guest lecturer for the Roux Institute’s Founder Residency program. Sara enjoys spending her time skiing, hiking, traveling, listening to live music, and exploring Maine.

Lisa Nolan

Director of Value-based Purchasing and Legislative Affairs

Lisa has worked at the HPA since 2014 and currently focuses on identifying and developing high-value strategies, vendors, and other resources to help Maine employers improve healthcare affordability and quality. She also leads HPA’s legislative advocacy and monitoring efforts. Lisa has extensive background and expertise in healthcare policy and government relations. She has served as the legislative liaison for the Maine Department of Labor, and also handled legislative monitoring for a large Maine hospital. In addition, she has worked on several workforce policy projects for the Department of Defense. Prior to moving to Maine, Lisa worked in the White House’s Office of Management and Budget and the U.S. Senate Budget Committee, before serving several years in the Office of the U.S. Senate Majority Leader, where she specialized in budget and healthcare issues. Lisa received her Master’s in Public Policy from Harvard’s Kennedy School of Government and her BA in political science from Tufts University. In her free time, Lisa volunteers as the Maine and Vermont Chair of the Tufts Admissions Network and enjoys baking, cheering on the Red Sox, and spending time on Maine beaches.

Michelle Hall

Director of Finance and Administration

Michelle has been at HPA since January 2014, and her role has evolved from our Staff Accountant to her current position as the Director of Finance and Administration. She is responsible for the finances of HPA, which includes leading the Finance Committee, HR, operations, and technology needs of the organization. Michelle’s colleagues liken her to Radar on MASH, because she is great at knowing what is coming and dealing with it, or planning for it. Prior to working at the Alliance, Michelle was at Catholic Charities for 16 years, doing accounting, contract and budget work in varying capacities. She has also worked in operations at Mercy Hospital. Michelle has a BS in Business from the University of Southern Maine. In her free time she works on home construction and remodeling projects with her husband. She also enjoys spending quality time with family, friends and her dog, Buck, at her camp in the Western Maine mountains.

Liam LaFountain

Data Analyst

Liam joined the Healthcare Purchaser Alliance in January 2022 as a Data Analyst, specializing in medical and pharmacy claims analysis. Prior to joining the HPA, he held multiple roles at MaineHealth and Maine Medical Center, including Contract Analyst and Financial Analyst. Liam holds a Bachelor of Arts & Science in International Relations from Gonzaga University and has studied post-conflict resolution and peacebuilding in Colombia, Rwanda, and Jordan. Apart from his professional endeavors, he serves as a City Councilor in Biddeford, balancing community advocacy with leadership roles on various local boards and commissions. In his free time, Liam enjoys international travel and exploring Maine’s restaurant scene.

allison springer

Communications & Program Associate

Allison joined the team at HPA as the Communications and Program Associate in September 2023 and leads our marketing efforts, contributes to our legislative work, and provides operational support for our office. Allison is a passionate communicator with over a decade of experience refining messaging and creating brand awareness. Prior to joining HPA, she led the research and marketing strategy for the campaign to permanently authorize and fully fund the Land and Water Conservation Fund. She is also a Returned Peace Corps Volunteer who served for two years teaching English in Ukraine. Allison has a BA in English from the University of Dayton and an MPA from Cornell University. In her free time, she is a volunteer member of the South Portland Conservation Commission and Comprehensive Plan Committee, bakes and reads mysteries, and enjoys being outdoors with her family.
